The purpose of this research is to explain the role of organizational transparency in relation to empowerment in order to establish organizational trust among managers of Mazandaran Islamic Azad University. A cross-sectional approach was used. The statistical population of the qualitative section includes 12 executives of the university with a targeted and quantitative sampling of 750 people in the statistical population, 254 sample volunteers using Cochran formula, and cluster random sampling. Data collection tools in the qualitative part of the semi-structured interviews, in the small section, three questionnaires are made by organizational transparency, empowerment and organizational trust. For data analysis, coding was used in the qualitative section, and in the small part, exploratory-confirmatory factor analysis was used. Verility reliability was calculated by computing the Cronbach's alpha coefficient, content and content, respectively, through confirmatory factor analysis. To fit the model and hypothesis test, SPSS and Smart Pls were used. The results of the analysis of qualitative data derived from deep interviews showed that transparency an organization of 15 sub-modules and 4 financial, managerial, technology and structural dimensions that have had the most impact on organizational transparency, respectively. The organizational transparency and its dimensions are also enhanced by empowering managers with a standardized standard of 991.0 and organizational trust with a standardized standard of 0.332 There is a direct and meaningful relationship GOF (0.632) showed that the proposed model has suitable fit.

Statistical society in qualities part is 25 members from professors of universities of Golestan state and in quantities part 193members from all of university managers. A sample of this study in qualities part with purposive sampling is 15 members and in quantities part with cluster random sampling is 193 members. For gathering data was used synergetic leadership questionnaire with 95 components and manager’s performance of Golestan universities. composite reliability of questionnaire for all variables showed high level of 0/1.for analyze data in descriptive statistic frequency tables, frequency percent, in frontal statistics from KMO test was used. The results showed synergetic leadership in four dominations affective on manager's performance in universities of Golestan province. The performance is also related to Medical University.
